ROCKLAND - A Rockland man was charged with third-offense drunken driving after police say he nearly crashed into another car Sunday night.Police said Jon Justiniano, 52, was driving was driving near the intersection of Webster and East Water streets around 10:45 p.m. when an officer on patrol in the area saw him nearly hit the other car.
