BOSTON - A Quincy man was arrested last week after police say he was seen taking pictures up the skirt of a woman walking up stairs at an MBTA station in Boston.MBTA Transit Police say Duong Nguyen, 30, took the pictures early on Oct. 26 but was able to get away from another man who saw what he was doing and tried to chase after him.
