City Solicitor James Timmins earlier this week filed an affidavit from former Quincy Mayor Francis McCauley in support of the city's stance that a special election should be held in Ward 6 instead of a special appointment. Timmins' filings were in response to a motion for summary judgment from William Harris, a runner-up in last year's city election who claims he should be appointed the next Ward 6 councilor.
