QUINCY — A 20-year-old Quincy man turned himself into police Monday night and is charged with approaching teenage girls in the city and making inappropriate sexual comments to them, including propositioning them for sex acts.Benjamin Chen has been charged with enticing a minor, accosting a person of the opposite sex, and soliciting sex for a fee.
