QUINCY – Police say an alleged car prowler was arrested early this morning after leading an officer on a brief foot chase in South Quincy.Capt. John Dougan of the Quincy Police Department said Joseph Ferrara, 30, of Harrison Street in Quincy, was arrested on Water Street around 12:35 a.m. and charged with breaking and entering a motor vehicle and resisting arrest.
